My thoughts: Is it just me or does Miley Cyrus usually look trashy in the majority of looks she chooses for events? She should have left this outfit for the Saturday night beach bonfire with her friends. Paltrow is definitely the classier of the 2.
The problem here is that Cyrus did not follow the golden rule, highlight one body part you want to show off. The cleavage, bares arms and shoulders and the midriff are all just too much and easily take this look from one that could be classy and tasteful to one that is much more teeny-bopper-boho-mall-walking-window-shopping.
I think Cyrus should wear the top separately with acid washed high waist shorts and a bold jacket or a vest for a casual look.

I agree with you. Miley has this odd ability to make everything trashy looking.

I’d wear Miley’s outfit to go to the beach, window shop, or take a stroll down the road. And it’s too much black going on.
